Brayan Noe Arguijo-Mejia, 20, is accused of firing 13 shots into his apartment building Monday evening, killing his roommate Arelio Antonio-Lazaro, 42, and wounding Antonio-Lazaro's son. Neighbors say Arguijo-Mejia struggled with bullying and mental health. He's charged with second-degree murder and assault.
